I would then get a message from Microsoft stating that an administrator needed to authorise the insecure program (or similar message) my administrator would log in, and allow the application, the dialog would clear and the Vivaldi 'testing connection failed' message would show that it hadn't been able to contact the server and I would have to close the email entry form to continue.
